Bonus Content: Online Content Regulation of South Korea
Description

South Korea developed a unique patchwork of a sector-specific content regulation based on public-private partnership, while going through exceedingly challenging preconditions, including the Korean War, and authoritarian regime. Using historical, doctrinal, and qualitative methods, I have studied how Korean online content regulation evolved from authoritative censorship to coordinated partnership and which problems are unsolved. It is the first original research introducing a comprehensive landscape of Korean speech regulation to global scholarship, which will benefit policymakers who wrestle with balancing between protecting free speech rights and decreasing the negative impact of harmful speeches.
