Content Moderation – It’s Not Just for Platforms Anymore
Description

In the aftermath of the Russian invasion of Ukraine Cogent Communications disconnected its high-capacity internet service to Russia. Similar high profile events of the last several years, including Cloudflare’s decision to discontinue CDN services to the Daily Stormer and 8Chan, Microsoft’s threat to terminate hosting services provided to Gab.ai, and Google Play and Apple’s decision to remove Parler from their respective app stores, have sparked a conversation about how far down the Internet's technology "stack" content moderation should reach.There is an entire ecosystem out there with multiple layers of control and levers for influencing content, and policymakers have yet to explore how that entire ecosystem might be engaged in the process of defending against harmful content and behavior. This panel will examine the scope of the internet ecosystem (from payment processors to web hosts to domain registrars) and explore the implications of moderating layers of the stack.
